TAIPEI, Taiwan — September 10, 2025 — The Ministry of Economic Affairs’ Industrial Development Agency (IDA) made a grand appearance today (10th) at SEMICON Taiwan, Taiwan’s most important annual semiconductor exhibition, and worked with 16 Taiwanese companies to create the “IDA Theme Pavilion”. This theme pavilion focuses on three major themes: heterogeneous integrated packaging equipment, silicon carbide processing equipment, and key component manufacturing, fully demonstrating the fruitful results of the government’s support for the domestic semiconductor equipment industry.

The opening ceremony was held today, hosted by Director of the IDA Qiu Qiuhui, CEO of the Metal Center Lai Yongxiang, President of the Semiconductor Industry Association (SEMI) Cao Shilun, and Chairman of the Taiwan Electronic Manufacturing Equipment Association (TEEIA) Lin Shiqing, to kick off the exhibition.

Director Qiu Qiuhui pointed out that with the increasing demand for artificial intelligence (AI) and high-performance computing (HPC) applications, Taiwan’s semiconductor equipment industry is growing rapidly. It is estimated that the output value this year (114) will exceed 180 billion yuan, compared with 152 billion yuan last year (113), a growth rate of 18.4%, showing strong momentum. The Director stated that they have already promoted the development of 29 key semiconductor equipment projects and will intensify efforts over the next five years, investing at least NT$5 billion to continue developing cutting-edge equipment technologies such as panel packaging and silicon photonics packaging. The Director hopes to work with the industry to achieve new milestones.

To consolidate Taiwan’s leading position in the global semiconductor industry and promote the independent development of advanced packaging equipment, the Industrial Development Agency is focusing on establishing key technologies through the “Semiconductor Equipment Verification Program.” At the same time, it is closely connecting with the equipment needs of leading manufacturers such as TSMC and ASE, helping domestic manufacturers accelerate their localization efforts. Companies participating in this exhibition, including Hongsu, Tianhong, Junhua, Wangsi, Zhisheng, and Daliang, have all become leading equipment suppliers in the advanced packaging CoWoS field.

For example, Hongsu Technology, which exhibited at this event, successfully developed industry-leading CoWoS wet etching equipment with the assistance of the Industrial Development Agency. This equipment incorporates a proprietary AI intelligent monitoring system, which not only fully meets TSMC’s stringent process standards but also increases process yield by an additional 5%. Furthermore, in line with TSMC’s ESG sustainability policy, the equipment is equipped with an etching solution recovery system with a recovery rate exceeding 98%, effectively reducing environmental impact and demonstrating its commitment to green processes and sustainable development. Currently, Hongsu Technology has achieved a 70% market share in domestic wet process production line equipment.

This theme pavilion not only showcases the results of policy subsidies but also provides an important platform for technical exchange and cooperation for the domestic equipment industry. “Technical Presentations” with different themes will be planned daily during the exhibition, hoping to foster more exchange and cooperation opportunities between domestic and foreign manufacturers.

In the future, the EDA will continue to assist industry players in reducing R&D risks, enhancing technological capabilities, and encouraging domestic manufacturers to accelerate investment in the development of advanced equipment and key components such as panel-level packaging and silicon photonics packaging, laying the foundation for the next stage of growth momentum for Taiwan’s semiconductor industry.
