XIAMEN, China — September 30, 2025 — On September 29, the “Artificial Intelligence Development and Governance” sub-forum of the 2025 China-Africa Internet Development and Cooperation Forum was held in Xiamen, Fujian Province. Wang Jingtao, Deputy Director of the Cyberspace Administration of China; Mmadie Kapachia, Secretary-General of the Ministry of Posts, Telecommunications, Digital Economy, Fairness and Transparency of the Comoros; Bidavu, Ambassador of Burkina Faso to China; and members of the Standing Committee of the Xiamen Municipal Party Committee and officials from the Publicity Department attended the forum and delivered speeches. Gabi Bugaga, Minister of Communications and Media of Burundi; and Zhang Yan, Member of the Standing Committee of the Fujian Provincial Party Committee and Minister of Publicity, also attended the forum.
Wang Jingtao stated that artificial intelligence, as a strategic technology leading a new round of scientific and technological revolution and industrial transformation, is profoundly changing how people work, live, and learn, ushering in an intelligent era of human-machine collaboration, cross-sector integration, and shared creation. The Chinese government attaches great importance to the innovative development, safe governance, and inclusive application of AI, and has made a series of important deployments to promote a holistic and systematic leap forward in the comprehensive strength of AI, achieving positive results. China is willing to work with African countries to jointly promote the innovative, safe, and inclusive development of AI. Wang Jingtao offered three suggestions: first, focus more on collaborative innovation and jointly promote the development of the AI industry; second, pay more attention to safe governance and jointly prevent risks associated with AI; and third, focus more on universal access and shared benefits, and jointly share the fruits of AI development.
Mmadhi Kapachia stated that this forum has established a platform for China and Africa to conduct technological cooperation, exchange experiences, and share achievements in the field of artificial intelligence. China is not only an important strategic partner of the Comoros in the digital field, but also a key promoter of AI development in African countries. Comoros appreciates China’s efforts to promote the sharing of the benefits of intelligence between China and Africa, and is willing to use this forum as a starting point to further deepen China-Africa cooperation on AI development and governance.
Bidavu noted that the rapid development of artificial intelligence is accompanied by security risks such as disinformation, privacy leaks, and algorithmic discrimination. Burkina Faso attaches great importance to promoting the inclusive, ethical, and responsible development of artificial intelligence. He emphasized that AI governance is a common global issue and a priority for China-Africa cooperation in the internet sector. He expressed hope to work with China to ensure that AI develops in a way that benefits all humanity.
The sub-forum was hosted by Beijing Normal University and attended by representatives from the Chinese government and government agencies, universities, think tanks, and businesses in African countries such as Equatorial Guinea, South Africa, Zimbabwe, and the Republic of Congo.
